Leisure Access Program (LAP)

Vancouver's low-income recreation pass. Swimming and skating admission are free, and most other Park Board recreation is half price.

What it is

What you get: 100% admission discount at indoor pools, outdoor pools and ice rinks; 100% skate rental discount for group lessons and public skating; 100% discount on Aquatics Academy courses; 50% discount on group swimming lessons and group skating lessons; 50% off fitness centres, indoor cycling, Flexipass, and racquetball and squash; 50% off one Community Centre Association program each season per facility; 50% off pitch and putt admission and club rentals; 50% off Bloedel Conservatory and VanDusen Botanical Garden admission or membership; 50% off Playland and the PNE; and the Vancouver Aquarium free visit pass followed by unlimited 50% admission. There is also a Mobi by Rogers seasonal bike share pass and a Lime e-scooter access program with a free unlock and reduced per-minute rate. Who cannot apply: immigrants classified as investors or entrepreneurs; anyone with interest and other investment income (line 12100) over $1,500, net rental income (line 12600) over $2,000, or capital gains (line 12700) over $2,000; and non-residents of the City of Vancouver.

Who it is for

Starting January 1, 2026, Leisure Access passes are valid for 3 years โ€” a pass issued in 2026 does not expire until 2029. Note that UBC and the University Endowment Lands are not in the City of Vancouver.
