Community Living BC (CLBC) Adult Supports
Provincial agency funding lifelong supports for adults 19+ with developmental disabilities — home sharing and staffed living, employment services, community inclusion, respite and family support. Youth can apply from age 16 to have services ready at 19.
What it is
CLBC funds and coordinates: residential supports (living in your own place, shared living/home sharing with a contracted family, or staffed homes), employment support to find and keep a job, community inclusion and connection programs, skill development, respite for families, wellness supports for daily responsibilities, behavioural support, and the Provincial Assessment Centre's mental-health services for people 14+ with developmental disabilities. Services are delivered through a network of contracted agencies and planned individually with a CLBC facilitator.
Who it is for
Two eligibility streams: Developmental Disability (needs a psychologist's cognitive and adaptive assessments) and the Personalized Supports Initiative (FASD or ASD diagnosis plus significant daily-living limitations, no intellectual disability required). School-era assessments can often be reused.

How to apply
- From age 16, ask your MCFD/CYSN worker about transition planning to CLBC
- Contact your nearest CLBC office (1-877-660-2522) — a facilitator explains the required documents and approved assessors
- Submit assessments and forms completed by an approved professional (registered psychologist for the DD stream); school-years assessments may be reusable
- Once eligibility is confirmed, attend the CLBC Welcome Workshop series and work with your facilitator on a support plan
- CLBC connects you to funded services based on the plan and available resources
What you may need
- Cognitive/psychoeducational assessment by a registered psychologist (DD stream)
- Adaptive functioning assessment completed by an approved professional
- Confirmed FASD or autism spectrum diagnosis for the PSI stream
- CLBC eligibility forms completed by approved professionals
Practical tips
- Start at 16 — assessments and planning take time, and starting early means supports can begin right at 19
- If you were assessed in school, ask the school district for copies; a new assessment may not be needed
- Not eligible under the DD stream? Ask specifically about the Personalized Supports Initiative (PSI)
- Respite or equivalent funding is commonly the first service offered to families of transitioning youth — ask your facilitator what is available in your region
- Adults on CLBC services usually also qualify for BC PWD disability assistance — apply for both

Apply from age 16; eligibility confirmation before the 19th birthday is recommended so services start on time.
